93 mustang 2.3 starting problem?

all the engine does is make a clicking noise i believe is coming from starter (not 100% sure) i hooked it up to a booster box that plugs into an electrical outlet the battery charges according to the gauge but when i go to start it just clicks and gauge goes down some the night before it rained hard and i drove it through some big water spots at about 40-50 mph and sprayed water all over under carriage with alot of force
can it be the starter or related to starter

Clicking noise means your starter is toast or dead battery.
